These are groups like terrorist organizations and even rebel factions around the world. However, they have identification marks. If you have an eye in the sky, you can spot these organizations when they venture out of their hiding spots to make the transactions. Terrorist organizations usually have their logo on a custom flag when they are in their territories. Since gun runners use these to verify their clients, it might be useful information.
Rebel factions around the world have different reasons for resorting to violent actions. However, they do have a sense of nationalism. This means that they usually identify themselves with something that can represent their ideals. And since they usually want some degree of freedom or change, they usually have an ideal image of their country. That is why it is logical to look for world flags in places where they usually aren’t set up. These could be potential rebel hideouts or transaction areas.
